Hertford County, NC Property Records: Search Deeds, Owners, Tax Records, and Maps
Hertford County property records are based out of Justice Drive in Winton. The Register of Deeds is located on the 3rd floor of the courthouse at 119 Justice Drive, and the Tax Collector is in the Tax Collector's Office located at 115 Justice Drive. The Tax Assessor's offices are located in the county building on King Street. All make copies as required by the North Carolina Public Records Law. The county dates from 1759, although books do not appear after 1862, and the county is 360 square miles in extent between the Chowan and the Meherrin rivers.
Typically, these homes sell slower than the state average (30-56 days) and tend to be the most affordable homes in the state. The stock ranges from in-town homes in Ahoskie to historic college-town homes in Murfreesboro and farmhouses and manufactured homes on acreage. The economy is supported in six small towns by agriculture, timber, healthcare, and Chowan University.
Recent records show the key factors that shape the local housing market, including the median house value of {median_home_value}, the median rent of {median_rent}, the median household income of {median_household_income}, and the median real estate tax rate of {median_real_est_tax} percent of the assessed value of the home.
How to Look Up Hertford County Property Records
The county gathers its tools on one Online Services page, which links GIS tax maps, the online deed search, online tax payments, and property information search. The Register of Deeds search retrieves recorded documents by document number, recording date, grantor or grantee, or property.

Who Keeps Hertford County Property Records
Property records are kept at the county level in North Carolina and are open to the public for anyone under the North Carolina Public Records Law (NCGS Chapter 132). A few offices in Hertford County share this responsibility:
The General Statutes provide for the records, indexing, and preservation of deeds, deeds of trust, maps, and liens in the Register of Deeds of the County of Hertford. It is the office of legal record of the chain of title but does not conduct title searches or provide legal advice.
All taxable property is listed and appraised in the county office building on King Street by the county Tax Assessor. The Tax Collector, Suite 5 at 115 Justice Drive, takes in taxes for the county, all six towns, all two drainage districts, all three fire districts, and solid waste fees.
The Clerk of Superior Court in Hertford County manages the foreclosure hearings and estate files in the courthouse. Deeds of trust are recorded with the Register of Deeds, but power-of-sale foreclosures run through this office.
How to Search Hertford County Property Records Online
A complete search usually means checking two or three county resources in order.
Start at the Online Services page and open the property information search or GIS tax maps. Confirm the parcel, its owner, and its assessed value, and note the parcel number.
Take the owner’s name to the Register of Deeds search. Search by grantor or grantee, document number, or recording date to pull deeds and deeds of trust.
Know the system’s limits. Older indexes and images may not be available electronically, so pre-digital research often finishes in the books on the courthouse’s third floor.
Confirm the current owner on the most recent deed, then work backward through earlier deeds, checking that each grantor matches the grantee before. Run the same index for liens and restrictive covenants.
Finish with the Tax Collector to confirm the tax status. A county tax lien attaches to the property on January 1 and stays until the bill is paid in full.
Register of Deeds: Deeds, Deeds of Trust, and Plats
The Register of Deeds is the one with whom deeds are recorded and is elected to hold office in Winton, Ahoskie, Murfreesboro, and other townships in the county. In North Carolina, deeds of trust are the security instrument used and will be seen on most financed purchases, not mortgages.
The following types of documents were documented:
Warranty deeds, special warranty deeds, and quitclaim deeds, as well as trust creation, cancellations, assignments, and modifications
Judgment liens, mechanic’s liens, and state and federal tax liens
Easements, powers of attorney, and military discharge records
The recorded maps and plats
Historical events have significantly impacted the county’s record keeping. The first record of Hertford was formed in 1759, but in 1830 the original courthouse burned, and in 1862 the original court records were lost in the Civil War when Winton was burned. According to its own guidance, the office has no hesitation in declaring that real estate documents have survived only as far back as 1862. The title research here involves the work done within that restart; and earlier scattered fragments were found in the State Archives in Raleigh.

Tax Assessor: Ownership, Values, and Parcel Data
The Tax Assessor values all the tax parcels in the county. A reappraisal must be held at least every 8 years in North Carolina. Hertford County's last revaluation was January 1, 2019, and the NCDOR schedule has the next revaluation set for January 1, 2027, so new values are just on the horizon.
Contact the office or use the county’s online tools to find:
The current legal owner of any parcel
The parcel number that links county record systems
Assessed value, land value, and building value
Property characteristics such as acreage, square footage, and year built
Any active homestead, disability, veteran, or present-use exclusion

With 2019 values still on the books, sale prices in recent years have often run well above assessments. Expect that gap to close when the 2027 notices arrive, and review yours when it does.
Tax Collector: Tax Bills and Payments
The Tax Collector is responsible for the collection of all current and delinquent taxes for the County. It also charges fees for the towns of Ahoskie, Cofield, Como, Harrellsville, Murfreesboro, and Winton, in addition to two drainage districts, three fire districts and solid waste fees. On the bill, there is one office to explain each line.
Any taxes not paid in full by January 5 will be considered delinquent on January 6 and will be subject to a 2% interest rate for January and a 0.75% interest rate for each month thereafter. If you are having trouble with a bill, be sure to contact the office early, as state law allows the collector to garnish wages, bank accounts, and rents and, eventually, to foreclose.

Property Tax in Hertford County: Rates, Exemptions, and Appeals
The assessed value, determined by the Tax Assessor, makes up one portion of a tax bill, and the rate determined by the Board of Commissioners makes up the other. To find the total amount that needs to be paid, multiply the two together. The county rate has stayed constant at 84 cents per $100 since the NCDOR tables were posted. This is at the top end of the state, as usual when someone with a small tax base shoulders the burden. Rates for the 6 incorporated towns are added within the town.
Homestead and relief programs
North Carolina offers three statutory relief programs, and an owner may take only one. Each is filed with the county on Form AV-9 by June 1.
Program | What it does |
|---|---|
Elderly or Disabled Exclusion | Excludes the greater of $25,000 or 50% of appraised value. Age 65+ or totally and permanently disabled, with an income cap, per NCGS 105-277.1. |
Circuit Breaker Deferment | Caps tax at 4% or 5% of income for owners who have lived in the home 5+ years. Deferred tax becomes a lien, per NCGS 105-277.1B. |
Disabled Veteran Exclusion | Excludes $45,000 of appraised value for a 100% service-connected disabled veteran or surviving spouse. No income limit, per NCGS 105-277.1C. |
Present-Use Value | Taxes qualifying farm, horticultural, or forest land on its use value rather than market value. A core program in this row-crop and timber county. |
Appealing your value
Begin with an informal review with the Tax Assessor, providing similar properties or corrected property data. If this doesn't help, go to the county Board of Equalization and Review, which meets every spring. An appeal is made to the North Carolina Property Tax Commission. Expected to receive plenty of appeal traffic when the 2027 revaluation notices arrive.
GIS Maps and Parcel Viewer
GIS tax maps and public maps and apps are published by the county on its Online Services page. The state operates NC OneMap for data across county boundaries, and the state flood mapping program includes the Chowan and Meherrin corridors.
Details available include:
Parcel boundaries with ownership and tax data
Assessment information from the county’s records
Base layers for roads and the river frontage
Statewide imagery and flood layers via NC OneMap
Reference data for town and district boundaries
Parcel maps serve tax purposes, so verify any boundary against the recorded deeds, plats, and a licensed survey before acting on it.
Foreclosure and Tax Sales
North Carolina handles foreclosure differently from many states, and two paths matter for property research.
Power-of-sale foreclosure
Most home foreclosures run through the deed of trust’s trustee under a power of sale. A hearing is held before the Clerk of Superior Court, and the sale takes place at the courthouse in Winton. After the auction, a 10-day upset-bid period lets others raise the price, so the winning bid is not final right away, per NCGS 45-21.27.
Property-tax foreclosure
If taxes are not paid, the county can foreclose the tax lien by the in-rem method (under NCGS 105-375) or through the courts (under NCGS 105-374). The Tax Collector can take all measures. There is no right of redemption after the tax-lien sale is confirmed and North Carolina does not sell tax-lien certificates.
Costs to Access Property Records
Searching online is free. Fees apply when you need a copy or are recording a new document, and deeds and deeds of trust carry different recording fees.
Service | Fee |
|---|---|
Online record search | Free |
Uncertified copy | $0.25 per page |
Certified copy | $5.00 for the first page, $2.00 each additional page |
Recording a deed | $26.00 for the first 15 pages, $4.00 each page after |
Recording a deed of trust | $64.00 for the first 35 pages, $4.00 each page after |
Excise tax (revenue stamps) | $1.00 per $500 of sale price, paid by the seller |
The recording fees are as determined by NCGS 161-10, and the excise tax is determined by NCGS 105-228.30. The office makes its recording schedule and fees available on the internet, and you should review it before filing.
How to Record a Document
NCGS Chapter 47 governs the form of any instrument that conveys an interest in real property. Follow this four-step process:
Confirm the document meets North Carolina format rules: original signatures, a notary acknowledgment, legible margins, and the preparer’s name on the first page of a deed or deed of trust.
Calculate fees. A deed records for $26.00 for the first 15 pages, and a deed of trust for $64.00 for the first 35 pages. A conveyance also owes excise tax of $1.00 per $500.
Submit in person at Suite 9 on the courthouse’s third floor, by mail, or through an approved e-recording vendor. Make checks payable to the Hertford County Register of Deeds.
Once recorded, the original is returned to the filer, and the digital image posts to the online index within a short processing window.
FAQs
Yes. Under the North Carolina Public Records Law, records held by the Register of Deeds and the tax offices are open to any person. The Register of Deeds will remove certain personal numbers, such as Social Security numbers, from public online images on request.
To access the property information search or GIS tax maps on the Online Services page, or to call the Tax Assessor at (252) 358-7810, provide an address or parcel number. Give a few days for the new deed to be recorded after a sale before the name changes.
Yes. The Register of Deeds search and GIS and property tools in the county are free. Some older indexes and images might not be available online, and for more in-depth research, you may want to visit the courthouse. Fees only apply if copies, certificates, or recording is requested.
Records date back to1862, due to historical fires. The county was established in 1759, but the original courthouse burned in 1830, and Winton was burned in the Civil War in 1862. Earlier fragments are found in scattered places at the State Archives in Raleigh; the surviving books begin that year.
There is a $1.00 per $500 excise tax stamp on the deed. Divide the stamp amount to estimate the sale price. The Register of Deeds can verify the amount of the stamps but does not use them to interpret the sale or to undertake title work.
