    Ashe maintains up-to-date books, and Tax Administration values every parcel in the county. Back in 2008, the county, by resolution, had adopted a revaluation cycle of four years. The next revaluation is scheduled to occur in 2027, with the most recent one put in place as of January 1, 2023. In 2023, the tax base grew more than 40 percent with increases in all mountain values.

    Property Tax in Ashe County: Rates, Exemptions, and Appeals

    The amount due in an Ashe County tax bill consists of both the assessed value, as determined by Tax Administration, and the rate determined annually by the Board of Commissioners. Multiply the two to find how much is owed. The county rate, which was among the lower rates in the state, was adjusted following the revaluation in 2023, according to the NCDOR tables, to 44 cents per $100.     Homestead and relief programs

    North Carolina offers three statutory relief programs, and an owner may take only one. Each applies to a permanent residence and is filed with the county on Form AV-9 by June 1.

    Appealing your value

    The informal review is first conducted in Tax Administration, where you provide the same information as you did in the informal report, such as sales or corrected property data. Next, you can appeal to the county Board of Equalization and Review, which meets each spring. The appeal is taken to the North Carolina Property Tax Commission.

    Foreclosure and Tax Sales

    North Carolina handles foreclosure differently from many states, and two paths matter for property research.

    Power-of-sale foreclosure

    Most home foreclosures run through the deed of trust’s trustee under a power of sale. A hearing is held before the Clerk of Superior Court, and the sale takes place at the courthouse in Jefferson. After the auction, a 10-day upset-bid period lets others raise the price, so the winning bid is not final right away, per NCGS 45-21.27.

    Property-tax foreclosure

    Chapter 47 of the North Carolina General Statutes specifies the form of any document that creates an interest in real property:

    • Ensure that the document is consistent with North Carolina formatting requirements for a deed or deed of trust: include original signatures, notary acknowledgment, legible margins, and prepare the document with the preparer's name on the first page of a deed or deed of trust.

    • Obtain the tax certification. All deeds to be recorded are subject to a tax certification, and the form is available online in the county. A new deed should be drawn by an attorney.

    • Calculate fees. A deed to be recorded is $26.00 for the first 15 pages; a deed of trust to be recorded is $64.00 for the first 35 pages. Excise tax adds $2.00 per $1,000 of the price.
