Chowan County, NC Property Records: Search Deeds, Owners, Tax Records, and Maps
Two offices manage Chowan County property records: the Register of Deeds on South Broad Street and the Tax Department in the Public Safety Building on West Freemason, both in Edenton. Both provide copies under the North Carolina Public Records Law. The archive is one of America’s deepest, with real estate records dating back to the 1600s across a county of 234 square miles, a quarter of it Albemarle Sound water.
Edenton’s historic district keeps the Chowan County market lively, and well-kept homes there can sell inside the state’s typical 30 to 56 days. The housing inventory spans from colonial and Victorian houses near the waterfront to brick ranches, farmhouses, and manufactured homes on rural tracts. Agriculture, heritage tourism, and retiree in-migration drive the economy, with Edenton serving as the county’s only incorporated town.
Recent records reveal the underlying factors influencing the local real estate market, with a median home value of {median_home_value} and median rent of {median_rent}, alongside a median household income of {median_household_income} and a median real estate tax rate of {median_real_est_tax}, serving as a percentage of the property’s assessed value.
How to Look Up Chowan County Property Records
Begin with the County's own home page. The Register of Deeds is where you will find recorded deeds, deeds of trust, and plats, along with links to access them online and forms to request them. Ownership, values, and bills are covered by the Tax Department, and the county's GIS and Land Records Office keeps the property maps.

Who Keeps Chowan County Property Records
Property records are maintained at the county level in North Carolina and are open to the public under the North Carolina Public Records Law at NCGS Chapter 132. In Chowan County, there are a few offices that share responsibilities:
Deeds, deeds of trust, plats, and liens are recorded by the Register of Deeds in Chowan County, and an archive of deeds has been maintained from the 1600s. Note that the office cannot complete documents or conduct title searches because state law prohibits it.
The Chowan County Tax Department calculates, creates, and collects all real estate and personal property taxes for every jurisdiction in the county. It also bills for the town of Edenton, three drainage districts, and the fire districts.
The Chowan County Clerk of Superior Court oversees foreclosure hearings and estate files. Deeds of trust are recorded with the Register of Deeds, but power-of-sale foreclosures run through this office.
How to Search Chowan County Property Records Online
A complete search involves looking up two to three county resources in this order.
Begin by checking with the Tax Department or GIS/Land Records maps to verify the parcel, owner, and assessed value.
Using the access links on the county page of the Register of Deeds index, put the owner’s name in the back of the book. Search for deeds and deeds of trust by grantee or grantor.
Check the most recent deed to verify the current owner. Then move in reverse through previous deeds, verifying the consistency of the name of each grantor and grantee on each deed in turn. Indicate a chain of title problem.
Use the same index on active liens, deeds of trust, and restrictive covenants. The excise stamps and affidavit of consideration also give you an approximate indication of the previous sale price of the property.
Complete with the Tax Department to verify tax status. A county tax lien will be placed on the property on January 1 and remain until the bill is settled.
Register of Deeds: Deeds, Deeds of Trust, and Plats
The Register of Deeds, led by an elected official, is the recording authority for Edenton and every township in the county. Deeds of trust, not mortgages, are the security instruments used in North Carolina and can be found on most financed purchases.
Document types that have been documented are:
Warranty deeds, special warranty deeds, and quitclaim deeds
Deeds of trust, cancellations, assignments, and modifications
Judgment liens, mechanic’s liens, and state and federal tax liens
Easements, powers of attorney, and notary commissions
Recorded plats and survey maps
Chowan was originally established as Shaftesbury Precinct in 1670, and real estate records were first kept in the 1600s. Marriage records began in 1868. Edenton was the colonial capital, and its 1767 courthouse is a National Historic Landmark.
For the most part, it is not possible to file records via e-recording documents, so expect to file most documents in person or by mail.

Tax Collector: Tax Bills and Payments
The bills are mailed and collected by the same office as the county, however the town of Edenton, drainage districts, and fire districts each have separate bills. The department also collects occupancy taxes for hotels, bed & breakfasts, and short-term rentals, which make up an increasing portion of Edenton's tourist economy.
Chowan County bills on a fiscal year that runs July 1 through June 30. Taxes not paid in full by January 5 become delinquent on January 6. Interest of 2 percent is added for January, then three-quarters of one percent each month after that.

Property Tax in Chowan County: Rates, Exemptions, and Appeals
The value assigned to a tax bill by the Tax Department is in addition to the property rate set each year by the Board of Commissioners, in a Chowan County tax bill. Calculate the product of the two numbers to find the amount due. Where applicable, town, drainage, and fire district rates are included. Please consult the NC Department of Revenue rate tables and/or the Tax Department for current rates, particularly with the revaluation of values in 2026.
Homestead and relief programs
North Carolina offers three statutory relief programs, and qualifying owners may take advantage of one of them. Each is filed with the county on Form AV-9 by June 1.
Program | What it does |
|---|---|
Elderly or Disabled Exclusion | Excludes the greater of $25,000 or 50% of appraised value. Age 65+ or totally and permanently disabled, with an income cap, per NCGS 105-277.1. |
Circuit Breaker Deferment | Caps tax at 4% or 5% of income for owners who have lived in the home 5+ years. Deferred tax becomes a lien, per NCGS 105-277.1B. |
Disabled Veteran Exclusion | Excludes $45,000 of appraised value for a 100% service-connected disabled veteran or surviving spouse, no income limit, per NCGS 105-277.1C. |
Present-Use Value | Taxes qualifying farm, horticultural, or forest land on its use value rather than market value. The county posts the application on its property tax page. |
Appealing your value
Chowan publishes its process on a dedicated appeals page. File an informal appeal with the Tax Office between January 1 and the close of the Board of Equalization and Review, attaching your evidence. Later appeals go before the Board itself, and a further appeal goes to the North Carolina Property Tax Commission.
GIS Maps and Parcel Viewer
Each parcel is mapped and recorded in the county's GIS and Land Records. Statewide parcels, imagery, and flood layers are available through the state's program, NC OneMap, for data spanning county borders.
Details available include:
Parcel boundaries with ownership information
Assessment data maintained alongside the land records
Acreage and location detail from Edenton Bay to the Virginia line
Statewide flood layers via NC OneMap, worth checking on sound-front parcels
Reference data for roads, waterways, and district boundaries
Property maps serve tax purposes, so rely on recorded deeds, plats, and a licensed survey for any boundary decision.
Foreclosure and Tax Sales
North Carolina handles foreclosure differently from many states, and two paths matter for property research.
Power-of-sale foreclosure
Most home foreclosures are handled by the trustee of the deed of trust under a power of sale. A hearing is conducted in the Clerk of Superior Court, and the sale is completed at the courthouse in Edenton. NCGS 45-21.27 provides that the winning bid is not final immediately after the auction, as “upset bids” are allowed for ten days after.
Property-tax foreclosure
If taxes are not paid, the county will foreclose the tax lien in the courts using either NCGS 105-374 or NCGS 105-375. North Carolina does not issue tax lien certificates, nor does it allow for redemption after certificates are issued. The property is sold at court auction and is subject to the 10-day upset-bid rule.
Costs to Access Property Records
Searching is free in the office. Fees apply for copies, recordings, and the county’s extra transfer tax.
Service | Fee |
|---|---|
Record search in the office | Free |
Uncertified copy | $0.25 per page |
Certified copy | $5.00 for the first page, $2.00 each additional page |
Recording a deed or deed of trust | $26.00 for the first 15 pages, $4.00 each page after |
Excise tax (revenue stamps) | $1.00 per $500 of sale price, paid by the seller |
County land transfer tax | Additional local tax on conveyances; confirm the current rate with the Tax Department |
Recording fees are set by NCGS 161-10, and the excise tax by NCGS 105-228.30. Chowan is one of a handful of northeastern counties that also levy a local land transfer tax, which is why the county requires an affidavit of consideration on every deed.
How to Record a Document
The form of any document related to real estate property is regulated by NCGS Chapter 47. Chowan adds a local step, published on its recording page:
Verify the document complies with the formatting requirements of North Carolina: include original signatures, notary acknowledgment, legible margins, and the name of the preparer on the first page of a deed or deed of trust.
See the Tax Department first with the deed. All deeds must be brought to the Tax Office of Chowan County accompanied by an affidavit of consideration before the Register of Deeds will record the deed.
Calculate and pay fees on recording. These should be expected to cost: $26.00 for the first 15 pages and $4.00 per page after, plus $1.00 per $500 for excise tax and county transfer tax.
Submit to 101 S. Broad Street in person or in the mail to P.O. Box 487. The original is returned to the filer, and an image is added to the county index.
FAQs
Yes. The county clearly states that all real estate documents filed with the Register of Deeds are public records in compliance with the North Carolina Public Records Law. The office will delete some personal information, including Social Security numbers, from images that are publicly available upon request.
Call the Tax Department at (252) 482-8486 and provide the address or parcel number; or visit the county land records maps. Give a bit of time after a sale before the names are updated, as the new deed must be recorded and processed.
Access links and request forms are posted on the county's Register of Deeds page, and staff will assist with mail and email requests. This is a free search that can be performed in the office. Only copying, certification, or recording are subject to fees.
Property records in Chowan County date back to the 1600s, longer than nearly any county in the country. Chowan was founded as Shaftesbury Precinct in about 1670, and Edenton was the colonial capital of North Carolina. The dates of marriage records are from 1868, and the beginning of birth and death records is 1913, when marriage was mandated by state laws.
The rate of excise tax stamp is $1.00 per $500 of the sale price. The county transfer tax is supported by the affidavit of consideration filed with the Tax Department. The amount of the stamp can be verified by the Register of Deeds, but they will not interpret the sale or carry out title work.
